Political Biography

In modern Australia, politics and public policy appear to reflect a narrow range of managerial, political, and economic opinions. Even the much publicised ‘listening tours’ conducted by politicians seem designed to show that they are sensitive to community concerns, but not so sensitive as to want to change policy direction. What makes current discussion of political issues so dispiriting is that over the last three decades, economic measurements and business ideas have come to dominate public life. Citizens are now treated by the public service and their masters as ‘consumers’, former public goods such as education are now narrowly viewed as a form of economic productivity, and community service providers, such as Australia Post, are written about in the media as mere businesses ripe for privatisation. Between 2007 and 2010, Prime Minister Kevin Rudd gave the impression that he might become the ‘circuit breaker’: a leader whose professed faith in the potential for government intervention and community consultation might lead to a more engaged and empowered citizenry, as well as a government more in tune with the needs of the electorate.

When I was commissioned to write this review, I assumed that this book would be a conventional political biography. I looked forward to reading about Dunstan’s career as premier of South Australia (1967–68 and 1970–79), as his record of achievements showed that our states and territories have the potential to be powerful players in social and cultural reform. However, the focus of Dino Hodge’s intriguing book is Dunstan the man, with an emphasis on the way in which his personal beliefs and ambiguous sexuality influenced his political life and legacy. Don Dunstan, Intimacy and Liberty makes a solid contribution to our understanding of Dunstan and the blurring of his private and public life, fanned partly by the media, but also, sometimes inadvertently, by the man himself.

On the rear jacket of this fascinating and important book is a picture of Winston Churchill at his desk at Chartwell, his house in Kent, just a few months before the outbreak of World War II. Apparently caught in the moment of literary creation, cigar in mouth and concentrating on his papers, the photo credit – to a Picture Post photographer – leads to the obvious suspicion that this was actually a staged shot. For Churchill, his country home was not merely a place of repose but a writing factory, the output of which would earn him the large sums of money necessary for its upkeep. At the same time, his image as a man of letters served to advertise the product as well as to suggest the existence of a non-political ‘hinterland’ of the kind appropriate to a statesman of fertile brain and broad views.

Even the most seasoned political observers would have been surprised at the Palmer United Party’s triumph at the federal election, which saw it claim three seats in the Senate. Jenny Hocking concluded the first volume of her Whitlam biography (2008) on the eve of her subject’s electoral victory in December 1972. Gough Whitlam had been the most effective and creative opposition leader in Australian history: since 1967 he had dragged a protesting Labor party into the second half of the twentieth century; provided the party with a contemporary social democratic agenda; broadened the appeal of the party beyond its historic working-class base; and seen off one Liberal prime minister, with another to follow. The challenge for Hocking in this second volume is to explain how this promise turned to dust and ashes within three years, with Whitlam’s dismissal by the governor-general, followed by electoral repudiation. Meticulous and thorough research, a broad understanding of both the personal and structural factors underlying his government’s failure, and a commanding narrative drive enable Hocking to meet the challenge. There is no better account of how the triumph of 1972 turned into the catastrophe of 1975.

In Australia today, Lyndon Baines Johnson (1908–73) seems a fleeting figure on history’s stage: a brief interlude between Kennedy’s Camelot and Nixon’s Watergate – ‘All the way with LBJ!’ – the retreat from quagmire Vietnam – and that’s about it. So how does one justify buying and reading Robert A. Caro’s seven hundred-page book (dubbed ‘bloated’ by one critic), the fourth in a five-volume biography?

Don Watson sits low in his chair, shy and silent when faced with a group of university administrators gathered to hear him talk about management speak – those weasel words that Watson has hunted down with grim enthusiasm. He speaks hesitantly at first, struggling to recall examples of misleading expression, evasive phrases, dishonest communication. Soon the rhythm quickens. There is indignation now in the voice, derision anew at the decay of public language. The speaker rocks forward, ranging more widely as he explains the link between thought and expression. Jargon hides intentions. Clichés abandon serious engagement with an issue. This is not the pedant’s obsession with grammar, but anger when the contest of ideas is undermined by impenetrable language.
